ABOUT US:
St. Paul Utilities (SPU) was founded in 1975 by Paul Behr. The company was initially established with only a tractor backhoe. Its service was providing sewer and water to residential homes in and around the Minneapolis/St. Paul metro area. In 1990, Mike Leahy Sr. was hired as an operator. Together, Paul and Mike Sr. expanded SPU's services to small commercial projects.
By 1994, Mike Leahy Sr. moved from the field into the office as the estimator and project manager. Here, he developed many great relationships and an outstanding reputation of quality work for St. Paul Utilities. During his 18 year tenure at SPU, the company grew steadily and several new employees were hired. Mike Sr. retired in 2008 with over 40 years in the industry.
Because of the leadership of management and the talent of employees, SPU has grown to provide utility installation, manhole and sewer rehabilitation, emergency water and sewer repair, grading, and pipejacking to the commercial sewer and water industry.

Meet The Team
Mike Leahy Jr.
President
Mike took over as president in 2014. He has been in the industry since the 1980's working with his father as well as other former employees. He has built many great relationships in the industry in that time. In his spare time, Mike enjoys spending time at the lake and attending various sporting events.
Jay Walters
Vice President and Estimator
Jay joined SPU in 2004 as an estimator and project manager. He is highly respected for his vast knowledge of the industry, as well as for his great relationships with owners, engineers and project managers. Outside of work, Jay is a father and husband, he enjoys spending time with his dog, Berry, riding his motorcycle, and watching horse racing.
Blake Beilby
Operations Manager
Blake has been employed at SPU since 2016 as an estimator and operations manager. Blake brings years of experience in the industry and an extensive knowledge of heavy equipment to SPU. Blake loves to spend time with his son, practing Brazilian Jiu Jitsu, and riding his motorcycle in his free time.
